Facilities Manager [Hong Kong S.A.R.]

As a member of the Senior Support Staff Management Team, this person will be responsible for:

  • All aspects of school facility operations, including but not limited to: oversight of the external contracted Property Management and Cleaning companies, repairs and maintenance, facilities, estate, and health & safety.
  • To manage school business partners and contractors to ensure the delivery of outcomes and objectives sought by the Head of School (HOS) and School Board in a cost effective and efficient manner.

Christian Alliance International School (CAIS), a non-profit making company wholly owned by Kowloon Tong Church of the Chinese Christian and Missionary Alliance, invites applications for Facilities Manager.

Duties and Responsibilities

Facilities
  • To manage and oversee all aspects of School facilities.
  • To manage all outsourced services including facilities management and cleaning ensuring the services meet the School’s requirement.
  • To prepare and follow through the School Development Plan for new buildings and alteration works, ensure effective and efficient maintenance and repairing of the school is carried out and closely monitored.
  • To liaise with the architects, interior designers, contractors, and quantity surveyors ensuring scope, specifications and financial estimates for all projects.
  • To prepare and submit proposals to the HOS and School Board for approval.
  • To monitor and oversee the quality of work of on-site contractors and builders.
  • To ensure all service contracts, including maintenance, security and cleaning, are appropriately placed and monitored.
  • To deal with external agencies which provide service to the school, and to oversee all aspects of tendering including compulsory and competitive tendering for the School.
  • To oversee School Facility hire.
  • To liaise with external government and non-governmental agencies such as the Education Bureau, Transport Department, Lands Department, Highways Department, etc, and maintain good relationships with them on behalf of the School.
Accountability Requirements
  • To ensure compliance with all legal and statutory requirements and procedures related to health and safety, fire regulations and buildings.
  • To ensure the School complies with the Education Bureau and Buildings Department’s Ordinance and Regulations.
  • To present quarterly reports for the HOS and School Board on facility management matters and external parties’ performance.
  • To ensure functional, financial and legal review of all contracts and agreements are carried out before these contracts/agreements are signed by the School.
Health & Safety
  • To formulate, monitor, implement and review the School’s health & safety policy ensuring compliance with all health & safety statutory requirements.
  • To ensure the installation & maintenance of fire services equipment for protection against and escape from fire, and to keep records and initiate regular fire practices.
  • To arrange annual health and safety inspections of all areas of the School.
  • To regularly report to the HOS or School Board on Health & Safety matters.
  • To ensure the School has an appropriate insurance covering all key risks in respect of which insurance is required and liaise with the HOS and Support Staff Department Managers where necessary.
  • Any other job duties or ad hoc projects as assigned.

Qualifications and Experience

  • Degree or above in Facility Management or relevant discipline
  • Proven working experiences in facility and project management
  • Possess management and leadership experience as well as skills in program development and execution
  • Well versed in building, facility management and transport regulatory requirements and practices, and health & safety ordinances
  • Extensive knowledge of institutional, commercial or industrial level construction techniques, contracting, facility maintenance management, construction management, custodial services, warehouse management, procurement management, budget development and management
  • High levels of communication skill, negotiation skills and problem-solving skills
  • High levels of integrity and confidentiality
  • A passion for excellence and a commitment to the ongoing development and implementation of the School’s vision
  • Strategic mindset, flexible, positive, enthusiastic and self-motivated
  • Relevant experience at a school setting preferred

Effective Date of Employment

The starting date for this appointment is mid-August 2023.
