This is an advanced journey level classification. Incumbents possess a significant level of specialized, technical or functional expertise beyond that expected at the journey level. Positions at this level require highly specialized knowledge, abilities, skills and experience and often exercise independent judgment in the performance of their duties. Work is judged primarily on overall results with great latitude in determining work methods and assignment requirements. Work may require the development of recommendations consistent with directives, policies and regulations. Employees have greater authority over assignments and decisions required to complete the work than lower level classifications. May exercise limited supervisory responsibilities.
Under direction, assists a technical supervisor in the performance of complex accounting and budgetary clerical work in the maintenance and review of fiscal records; works with complex fiscal functions and problems.

The current vacancy is in the Public Health branch of Health and Human Services department. The eligible list established from this recruitment will be used for vacancies in this position, within any department, for the next nine (9) months.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other related duties may be required and assigned.
- Prepares periodic accounting and budget status reports; negotiates and prepares County purchases; computes and prepares billings for services provided and schedules of personnel, material and equipment expenses.
- Compiles data for annual budgetary reports of income and expense; makes analysis of current financial reports of income and expense; makes analysis of current financial status in relation to prior year's or month's fiscal experience.
- Trains and assists clerical personnel when assigned.
- Reconciles checking, investments and related accounts; makes adjusting, opening and closing entries reconciled to general books.
- Maintains inventory of equipment, material and other cost accounts in accordance with predetermined breakdowns.
- Locates files and ledgers pertaining to problem cases.
- Closes ledgers if case has been transferred or paid in full.
Education and Experience: Training and experience equivalent to a combination of three years of financial record keeping experience supplemented by college or business school training, bookkeeping or accounting; or two years of experience as an Account Clerk II; or any education and experience that provides equivalent knowledge, skills, and abilities.
Essential Duties require the following physical skills and work requirements:
Requires the ability to maintain mental capacity which allows the capability of exercising sound judgment and rational thinking under varied circumstances; the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; ability to see; ability to hear and communicate orally; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as using a computer, typing, filing, data entry and/or use of calculators, ten-key adding machine, or use of other office equipment or supplies; some positions may require a California Driver's License.
