The opportunity: Reporting directly to VP and Associate General Counsel Group Benefits, the Director, State Filing, works with relevant functional areas of FullscopeRMS (Business Development, Client Management, Underwriting, Policy Administration, Claims, and Legal) to plan state filing needs and processes for new partner products and changes to existing product portfolios. This role directly engages with partners and partner prospects on execution plans for state filing issues, including resource needs and budgeting. Responsible for leading the day-to-day activities of State Filing Analysts involved in product development, filings and compliance reviews and collaborates with Sun State Filing Director to identify appropriate areas for leveraging team resources.

How you will contribute:

  • Leads, manages, develops, retains and motivates a team of state filing professionals.
  • Leads and manages the contract development and state filing processes for new group insurance products, including the technical development of the state filing team.
  • Represents department on project teams, cross-site and intra-departmental meetings and for training provided by other departments.
  • Represents department in partner-facing meetings related to state filing.
  • Working with Corporate Compliance and Law, assists with identifying regulatory challenges associated with new and innovative products and recommends tactical and strategic solutions to ensure effective product development and implementation.
  • Working with Corporate Compliance and Law, determine the impact of new laws on new and existing products and identify any necessary action.
  • Assist with resolving complex business practices matters as they relate to state filing.
  • Plans and prioritizes team goals and objectives in alignment with business priorities.
  • Responsible for preparing disaster recovery plan for the department and ensuring area complies with data security and SOX requirements.

What you will bring with you:

  • Ability to work with a diverse range of people
  • 5+ years experience in insurance regulatory or legal positions
  • People leadership experience: Ability to lead and establish a collaborative team environment.
  • Technically proficient in the areas state insurance regulations through continual study or participation in industry groups.
  • Knowledge of FullscopeRMS products (disability, life, supplemental health and stop loss )and understanding of regulatory compliance and filing process.
  • Bachelor’s degree preferred.
  • Excellent verbal and written communication skills to communicate complex regulatory matters to Management and State Insurance Department officials.
  • Position requires analytical skills and judgement, well developed people skills, and ability to lead, manage, negotiate and persuade effectively with a high degree of tact.
  • Effective in originating action and working with limited direction to solve problems and accomplish timely, cost effective, and high-quality results.
  • Effective in anticipating future needs, establishing objectives, allocating and making policy decisions with broad impact.
  • Advanced proficiency with Microsoft Office, SERF state filing systems, and ability to become proficient with compliance and company software programs.

If you are a California resident, the salary range for this position is:

  • Southern region: $132,600-198,900 annually
  • Central region: $139,800-$209,700 annually
  • Northern region: $149,400-$224,200 annually

If you are a Colorado resident, the salary range for this position is $126,500-$189,900 annually.

If you are a New York resident, the salary range for this position is $149,400-$224,200 annually.

If you are Washington resident, the salary range for this position is $139,800-$209,700 annually.
