Who we are and what we do:

The Strategic Technology Solutions (STS) division within the Department of Finance & Administration has implemented an IT delivery model for its customer agencies. The Enterprise IT Transformation initiative involves maintaining a highly qualified and experienced organization to support our agencies in five (5) business domains through a shared resource delivery model. Critical resources are needed to build this delivery model to improve our IT customer service, improve strategic planning with a focus on enterprise solutions, and provide improved solution delivery success rates.

This is an Executive Service position located in downtown Nashville with remote work available. The Executive IT Director will serve as the main point of contact for the agencies supported by the General Government domain. This position will direct all IT activities for the Department of Commerce & Insurance (C&I), Department of General Services (DGS), Department of Human Resources (DOHR), and divisions within Finance & Administration (F&A). The Executive IT Director is responsible for professional IT work of considerable difficulty.


Key Responsibilities:

Responsibilities include, but are not limited to the following:

  • Responsible for supporting all IT functions for Agencies supported by the General Government Domain and serves as the first/main point of contact with the Agency on all IT matters. Including, but not limited to:
  • Personnel management (staffing/position management, contractor staffing, and performance reviews)
  • Administrative services (IT billing reconciliation, vendor invoicing, IT services and product procurement)
  • Project delivery and project management (manage project portfolio using Planview, direct project management activities, direct business analyst activities)
  • Information security and risk management (security provisioning, security awareness training, security policies and guidelines, security audits, disaster recovery planning and testing)
  • Innovation and solutions architect services (support the research, planning, implementation, adoption, and communication of innovative technologies such as robotic process automation and cloud computing)
  • Release management services (develop quality assurance standards; develop testing guidelines, review requirements for testability; create and execute test cases and document results; plan, schedule, and manage installation of software updates)
  • Proven ability to work within a matrixed organization.
  • Establish, maintain, and create strong relationships with Agency business partners; foster a friendly, collaborative, and professional culture; create strong relationships within the STS Enterprise and Domain teams to help influence strategic alignment within the Agency, and understand the strategies for the Domain and Statewide government initiatives.
  • Proven ability to motivate employees/teams to apply skills and techniques to solve dynamic problems in a timely manner.
  • Demonstrate the ability to effectively develop and deliver presentations at all levels of the Agency business.
  • Effectively provide communication, guidance, and support through vendor management, and define vendor partnerships that guide and support the Business' long term and short-term objectives. In partnership with the Agency, help manage vendor(s) compliance to contract(s) agreements. (Ensure contract compliance, monitor vendor performance, develop, and maintain effective vendor relationships)


Minimum Qualifications:

Minimum Qualifications:

  • Bachelor’s degree or master’s degree in business administration or Information Technology. Relevant professional information technology experience may be substituted for the required degree.
  • 7+ years IT, Leadership, or Project Management experience on complex IT development and implementation projects.

Preferred Qualifications:

  • Experience working in the governmental sector (local, state, or federal).
  • Strong IT technical and leadership background.
  • Experience with Planview IT Project Portfolio Management software.
  • Certification in one or more of the following: Project Management Professional (PMP), Six Sigma, LEAN, Business Process Management.
  • Experience with Agile Methodologies and Vendor/Partner Management.
